The 7th meeting of the Forum of Regulators for Eastern and North Eastern States (FORENS) was hosted by the SSERC in association with the FORENS at Hotel Terrace Vally Clark's Inn,Ranipool,Gangtok during 27th to 30th April,2017. The 'Inaugural Session" of the meeting on 28.4.2017 was graced by Shri Bimal Dawari, Zilla Adhayaksha (East District), the Chief Guest for the session. The Inaugural Session witnessed the address by Shri Bimal Dawari, Shri. U.N.Behera (Hon'ble Chairperson,FORENS) and Shri N.R.Bhattarai (Hon'ble Chairperson,SSERC). Shri S.D.Dhakal, Secretary (SSERC) was the master of the ceremony and also delivered the vote of thanks. The Hon'ble Chairpersons , Hon'ble Members and other distinguished guests from the State Electricity Regulatory Commissions (SERCs) and Joint Electricity Regulatory Commissions (JERCs) from the States of Arunachal Pradesh, Assam, Bihar, Jharkhand, Nagaland, Manipur, Mizoram, Tripura, West Bengal and Sikkim attended the meeting. The afternoon session of the meeting was chaired by Shri. U.N.Behera, Hon'ble Chairperson (Odisha SERC), who is also the Chairperson of the FORENS. Shri A.B Rai, Principal Chief Engineer,Energy & Power Department, Govt. of Sikkim presented a "Power Point Presentation" on "Over View of Power Sector of Sikkim". The afternoon session of the meeting was managed by the Secretary (FORENS) Shri K.L.Panda, who also delivered the vote of thanks. Senior Officers from the SSERC and Energy and Power Department also attended the meeting.
As per the provisions of the Indian Electricity Act, 2003, the Sikkim State Electricity Regulatory Commission (SSERC) is holding a "Public Hearing " on the Annual Revenue Requirement and Tariff Petition for F.Y 2017-18 filed by the Energy & Power Department,Govt. of Sikkim before the Commission. The Public Hearing is intended to obtain the views,suggestions,comments and objections, if any, from the consumers and stake holders on the proposed ARR/tariff Petition of the Energy & Power Department,Govt. of Sikkim. The Public Hearing which was scheduled to be held on 4th March 2017 has been postponed to 6th March 2017. Venue: Meeting Hall,Chintan Bhawan, Gangtok. Time : 10.30 AM to 2.30 PM Date : 6th March 2017.
The Chairperson and the Members of the State Advisory Committee (SAC) of Sikkim State Electricity Regulatory Commission visited the 510 MW Teesta Stage V Hydropower Project of National Hydro Electric Power Corporation Ltd (NHPC) on 26th August 2015. The Members of the SAC were joined by the PCE cum Secretary and Senior Officers/Engineers of the Energy & Power Department, Government of Sikkim, the Chief Conservator of Forest (HQ) and other Officers from the Forests, Env & W.L Management Department , Government of Sikkim. The Members of the SAC and the other dignitaries were accorded a warm traditional welcome at the Teesta -V Power House by Shri. J.R.Choudhary (HOD, NHPC) and other officers of NHPC Ltd. NHPC gave a power point presentation on the "stage wise" development of the 510 MW Teesta -V HEP and also highlighted the various local area development works and activities being undertaken by NHPC under Corporate Social Responsibility.(CSR). NHPC thanked the visiting team and the State Government for their support. The Power Grid Corporation of India Ltd (PGCIL) made a "Power Point Presentation" on the "Status/Plan Strengthening the Power Evacuation System for Sikkim" and " Power Evacuation System for 1200 MW Teesta-III HEP". Teesta Valley Power Transmission Ltd (TPTL) also made a power point presentation on the "power evacuation system for 1200 MW Teesta -III HEP" . Both the PGCIL and TPTL highlighted the progress made by them in the construction of power evacuation system for Teesta-III HEP and also various issues related to "Right of Way", difficulties faced in stringing of lines, erection of towers and other impediments delaying the timely completion of the works. Both PGCIL and TPTL requested the support and cooperation of the SAC Members and the State Government for resolving the various issues so as to ensure timely completion of the works. The SAC Members and the representatives of the State Government Departments resolved their eagerness to extend all possible help and support to ensure timely completion of the works. The Chairperson and the Members of the SAC advocated the need to have proper sharing of information and communication between the State Government Departments and the PGCIL/TPTL to resolve various issues for the overall interest of the State. The visiting team were also taken on a "tour" inside the Powerhouse of the Teesta -V HEP. The NHPC Engineers and Officers briefed the visitors on the details of functioning and operational aspects of the Powerhouse.
As mandated by the Electricity Act, 2003, the Sikkim State Electricity Regulatory Commission has framed various Regulations laying out the regulations for various procedures, fees,standards,terms and conditions etc for conduct of business and other functions mandated to it by the Electricity Act, 2003. The Commission felt the need to have a compendium of all the "Regulations" notified by it till date for easy reference by all concerned. Accordingly, "A Compendium of Regulations" has been published by the Commission. The Compendium of Regulation was released by the Hon'ble Chairperson of the Commission Shri.T.T.Dorji on 5th June 2015 at 11.00 am in a small function held in the Commission's Office. The function was attended by the Officers and other staffs of the Commission.
The Members of the State Advisory Committee (SAC) of the SSERC led by its Chairperson Shri.T.T.Dorji made a visit to the 99 MW Chuzachen Hydropower Project of M/s Gati Infrastructures Ltd at Rongli,East Sikkim. The SAC Members were also joined by the Principal Chief Engineer cum Secretary of the Energy & Power Department, Shri.P.B.Subba, Shri.N.T.Bhutia (PCE cum Secretary Designate), other Senior Officers of the Department and also the Sr.Legal Officer (SSERC), Shri. Jigme D.Denjongpa. The visiting team was welcomed by Shri.B.K. Khabrani (V.P-M/s Gati) and other officials and Engineers at Powerhouse site. The team visited the Powerhouse, Rongli Dam and other project areas. A powerpoint presentation was made by M/s Gati before the visiting team. The visiting team was apprised about the technical and other parameters of the Project.
